This is an exceptional opportunity for a champion of workforce diversity, equity and inclusion to join Toronto Shelter and Support Services. Toronto Shelter and Support Services (TSSS) workforce planning and development related to confronting anti-Black racism and continue to support the division to move work forward on the action items outlined in the Toronto Action Plan to Confront Anti Black Racism .

Embedded in TSSS’ Confronting Anti-Black Racism team in the General Manager’s Office, the successful incumbent will support the divisions activities related to professional development, coordination and evaluation of Organizational Development programs that contribute to the culture of the division for Black Staff while influencing service delivery from an ABR lens.

Major Responsibilities:

  • Maintains a continuous and thorough knowledge of current corporate and other divisions initiatives on Confronting Anti-Black Racism

  • Informs the division’s Senior Management Team on matters related to advancing confronting anti-Black Racism initiatives.

  • Remain abreast of current corporate initiatives that support organizational development and workforce development work and bring an anti-Black Racism lens to all initiatives.

  • Builds and manages relationships with divisional teams and staff working groups, committees and external groups to coordinate projects associated with efforts to confront anti-Black racism.

  • Promotes and creates innovative, measurable business solutions in the area of workforce management planning, specifically supporting organizational excellence through the development and implementation of a workforce plan to modernize critical human resource systems and increase compliance, such as management of the various automated programs to ensure compliance with the City's program, and divisional Staff Development Programs.

  • Oversees the divisions intranet page (SPOT) to ensure workforce development & learning related to addressing anti-Black Racism are accessible and development divisional intranet

  • Coordinates inclusive divisional events that promote confronting anti-Black racism awareness and initiatives.

  • Participates on divisional working groups/projects initiatives.

  • Conducts research and analyzes staff development initiatives and services and provides creative and innovative solutions.

  • Deliver programs and services to promote talent acquisition and retention strategies, branding strategies and best practices for TSSS to support and advance workforce equity.

  • Implement detailed plans and recommends policies/procedures regarding next diversity & inclusion program requirements.

  • Supports the City of Toronto's various workforce development strategies that bring together government, employers, community organizations and other stakeholders to advance a streamlined, responsive and coordinated workforce development system in Toronto, including division specific programs and priorities

  • Develops evaluation tools to measure and monitor the effectiveness of programs and initiatives as it relates to the advancement of Black staff and clients.

  • Provide input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Support the alignment of diversity and next generation recruitment initiatives with the current and emerging needs of the organization.

  • Build and maintain relationships with stakeholders, staff working groups, committees and community agencies focused on efforts to confront anti-black racism.

  • Participates in the promotion of Confronting Anti-Black Racism initiatives.

  • Works closely with Managers, Directors and divisional staff to ensure the division effectively and efficiently manages talent strategies.

  • Support and strengthen the capacity of the CABR Portfolio Liaison and Staff Committees through various activities

  • Lead the development, implementation, and execution of the divisions Black Excellence Award program.

  • Work to improve partnerships with staff in shelter and outreach programs

  • Support the division's Mentorship Program for Black Staff

Key Qualifications:

  • Post-secondary education (i.e. social work, sociology, human resources, or public policy) or equivalent work experience in a discipline pertinent to the job function or equivalent combination of education and experience.

  • Experience supporting, leading or developing initiatives or programs that promote the advancement of equity- deserving groups.

  • Experience in consulting, coaching and leading change initiatives with a variety of audiences including management.

  • Experience facilitating workforce development programs that support Black Staff or clients.

  • Experience working with variety of stakeholders at all levels in the organization.

  • Highly developed communication, presentation and human relations skills with the ability to communicate persuasively and effectively at all organizational levels.

  • Ability to collect, organize, test and analyse complex information with attention to detail and accuracy.

  • Extensive Knowledge working with Indigenous or Black populations. Lived experience as a member of Black, racialized and/or equity-deserving community is an asset.
