Job Location:                  Suffolk, VA

Security Clearance:      Active TS Clearance, with eligibility for SCI

Period of Performance : Base year, beginning May/June 2024, plus Four 1-year options. 

Job Description: SimIS is seeking a Test Planner with expertise in C4ISR to support the Joint Test and Evaluation (JT&E) Program Office. The JT&E program brings two or more military services together to provide improvements in the joint interoperability of service systems, technical and operational concepts, and system performance; validated testing methodologies; and the validation of models, simulations, and test beds. The JT&E Program achieves this objective by evaluating new concepts and addressing needs and issues in joint military environments.

Duty Requirements:

  • Conducting test planning in the DoD operational testing and evaluation environment.

  • Working with the joint exercises process, the Joint Event Life Cycle (JELC), and joint tests and evaluations.

  • Observing and analyzing test and evaluation operations to ensure conformity with military doctrines, policies, and procedures.

  • Developing test concepts, test scenarios, candidate test venues, test design, test products, and programming of resources for JT&E projects.

  • Conducting research and coordination, develops program test plans and detailed test plans.

  • Developing, refining, and maintaining, project schedules to include allocation of resources and identification of project tasks and milestones.

  • Performing technical risk assessment, identifies test limitations, and assists in developing risk mitigation strategies for JT&E project planning.

  • Providing consultation concerning C4ISR issues and techniques for inclusion in the design, development, and planning joint tests and evaluations.

      Experience Required:

  • Requires advanced knowledge and in-depth experience in test planning in the DoD operational testing and evaluation environment. Must have a thorough understanding of the joint exercises process, the Joint Event Life Cycle (JELC), and JT&E Program requirements.

  • Experience observing and analyzing test and evaluation operations to ensure conformity with military doctrines, policies, and procedures.
