Compensation

Senior Vice President, Security: $201,897 - $286,563 (Grade Exec. – 2248 Hay Points)

Overview

The Senior Vice President of Security is responsible for the safety, welfare, and security of the employees, customers, visitors, and properties of New York City Transit. Leads the Security Department (“Security”) including the Eagle Team, with a focus on improving the customer experience and improving overall customer and employee satisfaction on subway, bus, and paratransit by improving security throughout the transit system. Directs the strategic development and oversight of comprehensive security management programs across all New York City Transit departments. Ensures optimal security performance for over 2 billion customers and 50,000 employees annually. Directs the implementation of security plans. Responsible for strategically planning, developing, and implementing engineered security enhancements; electronic security technology applications and deploying security guards to protect customers, properties, and employees from criminal/terrorist threats. Implements presidential initiatives to protect employees from workplace violence, deter graffiti and vandalism, and protect in-service revenue.

Responsibilities

  • Serve as the New York City Transit President’s strategic lead, in partnership with other members of the senior management team, on security matters. Review existing practices and employ best practices in executing security operations and programs. Ensure that security considerations are prioritized as appropriate in jobs and programs across all departments. Oversee the development of new security programs and processes. Issue operational policies as needed. Work with MTA- HQ Security Team as applicable.

  • Provide executive leadership, project oversight and accountability to achieve 24/7 situational awareness via a seamless integrated electronic security system. Create and continuously update security threat, vulnerability, and risk assessments for locations system wide. Oversee the deployment and operation of 754 uniformed and plainclothes security employees and contracted armed/unarmed security guards to enhance security for customers, employees, infrastructure and rolling stock. Manage security awareness and interagency communication at the Security Command Center.

  • Oversee the implementation of Security Program Plans that outline all aspects of the security program to ensure that security is properly integrated throughout the organization. Develop policies and procedures for the investigation of serious incidents. Partner with Special Investigations and Labor Relations as necessary to investigate customer and employee security related matters. Ensure compliance with security related policies and procedures.

  • Direct the formulation of plans for physical and electronic security enhancements. Oversee anti-vandalism/graffiti/terrorism patrols of train yards. Oversee compliance with workplace violence prevention and reporting procedures. Manage access control/intrusion detection and surveillance systems and provide guidance on new security technologies. Responsible for the camera program, (installation, maintenance, and video retrieval).

  • Work with NYPD- Transit on progressive and proactive security. Strategize and partner with departments and agencies to explore new ways to ensure security within the system for customers and employees. Develop programs to leverage technology such as cameras, AI, drones to improve security. Use data to develop strategies to reduce, eliminate security risks including fare evasion, vandalism, and crime.

    Education and Experience

  • A Baccalaureate degree from an accredited college in Occupational Safety Management, Safety Science, Safety Engineering, Security Management, or a satisfactory equivalent.

  • Fourteen (14) years of related experience, at least eight (8) years of which must have been in a supervisory/managerial capacity.

    Desired Skills

    Experience at a senior level overseeing the strategic development, implementation, and enforcement of security procedures for a large public agency or company in a transportation or closely related field. Specialized knowledge of industry standards and best practices in Security and Law Enforcement, particularly in a public mass transportation environment. Sound analytical and problem-solving skills and the ability to lead and manage people effectively and consistently with organizational core values. Experience in managing in a unionized environment. Leader in change management.
