Position overview:

SLAC’s Office of Project Management (OPM) manages infrastructure and capital projects from conceptual project development, through design, construction and operation. We plan and develop high-value, quality, long-term cost-effective facilities and landscapes that enhance research objectives at SLAC, embrace our partnership with the Department of Energy (DOE) and Stanford University.

We have an opening for a Senior Project Controls Specialist (PCS) to support a portfolio of high risk and complex projects at SLAC. A successful candidate for this position is expected to have a strong background in the implementation of project management principles and concepts as well as in-depth understanding of project controls processes, procedures and systems. The Senior Project Controls Specialist is responsible for leading a team of PCS to support project management teams in developing, implementing, and maintaining a broad range of project controls and risk management practices (e.g., planning, scheduling, control, reporting, and performance measurement requirements) throughout the project lifecycle.

In addition to the Project Controls Specialist core duties, responsibilities include the following:

  • Perform the full range of project management cycles including initiation, planning, execution, monitoring and controlling, and closeout.

  • Support the development of action plans, estimates and project resources requirements, including management, labor, materials, and time required to complete project.

  • Support and maintain the projects’ Risk Registers and integrate the risk register with other institutional risk management processes.

  • Work with project management teams to anticipate future demand and secure necessary resources to address project controls and risk management requirements.

  • Interface with project managers, control account managers, engineers, procurement contract administrators, financial analysts on project planning and controls issues and requests.

  • Implement standards, system descriptions, software applications, protocols and practices in Project Management/Risk Management/Project Control.

  • Facilitate discussions and negotiations to drive recommendation consensus.

Project Controls Specialist Core Duties:

  • Collaborate with project teams to prepare detailed project controls plans, work breakdown structures, statements of work, and other project planning documents.

  • Develop and maintain resource-loaded schedules, time-phased budgets and performance measurement baselines.

  • Perform cost, schedule and earned value (EV) analyses to identify and analyze variances, determine root causes and impact, and develop corrective action plans.

  • Implement baseline change processes and procedures to timely and appropriately capture scope, cost and schedule changes.

  • Develop and manage the Estimate to Complete (ETC) gathering and integration process and validate the Estimate at Complete (EAC) within the cost system.

  • Prepare and ensure data integrity, quality, and timely submittal of project performance reporting to internal and government/external customers.

  • Provide leadership, guidance and mentoring to junior PCS staff on the team.

  • Perform other duties as assigned.

To be successful in this position you will bring:

  • Bachelor’s degree in Management Information System, Project Management, Engineering Management, Construction Management, Business, Finance, Procurement or related field with 5-10 or more years of experience performing the above listed duties or a combination of education and experience including:

  • Performing project controls functions including planning, budgeting, and scheduling on a wide range of projects, some over $50 million value.

  • Capitalization standards, earned-value management system and reporting for major projects, and graded equivalent systems for minor projects.

  • Advanced knowledge and experience in project controls applications and tools including Primavera P6 and Deltek Cobra for major projects or graded equivalent scheduling and cost processing tools for minor projects.

  • Expert knowledge of Microsoft Office applications with extensive and demonstrable experience in advanced Excel functions.

  • Extensive financial and trend analysis experience with demonstrated ability to advise customers and develop effective solutions.

  • Leading and mentoring junior level staff.

  • Demonstrated organizational, problem-solving, negotiating skills and the ability to effectively delegate and manage several projects simultaneously.

  • Proven record of ability to adapt to changes, be creative with solutions, and have a tolerance for ambiguity.

  • Excellent written and verbal communication skills and the ability to work effectively within a cross-functional team with diverse technical backgrounds and in various locations.

  • Preferred knowledge and experience of PMBOK and applicable DOE Orders for project controls including EVMS techniques, project management policies and procedures.

Certifications and Licenses:

  • Project Management Professional Certification preferred.

The expected pay range for this position is $146,000 - $168,000. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
