JOB PURPOSE

The Director, Regulatory Change Management, will be responsible for leading the implementation of regulatory change projects and initiatives for CIBC Capital Markets across Europe and Asia. Reporting to the Executive Director, Regulatory Change Management, based in London, the Director will work closely with global stakeholders to deliver change to meet new regulatory requirements or address the regulatory aspects of new business initiatives. This will include partnering with stakeholders in both the regional offices (UK, Luxembourg, Hong Kong, Singapore and Australia) and in the Head Office in Toronto. The role will include both project management and business analysis aspects, including drafting business requirements and supporting testing. Regulatory Transaction and Trade reporting change initiatives will be a particular focus area for the role.

KEY ACCOUNTABILITIES

  • Project Management – At least 5 years’ experience in managing and delivering regulatory change projects within Capital Markets. Ability to remain project oriented and to multi-task multiple priorities. You will be take a leading role in project meetings and will be regulatory change representative on project committees. You will provide status and issue reports to Senior Management as required. You will liaise on a regular basis with individuals in the various Lines of Business and oversight functions, at various levels, to gather and validate information, document requirements and track project deliverables.

  • Business Analysis – Extensive experience analysing new regulations impacting the Capital Markets business in UK, Europe and Asia. Experience drafting Business Requirement documentation for Technology deliverables to meet regulatory requirements. You will be responsible for supporting implementation plans, working closely with Technology as required. You will help to define test cases and support the validation of test results.

  • Transaction & Trade Reporting projects – Experience working on Regulatory Transaction and Trade Reporting projects covering one or more of the following: UK / EU (MIFID II, EMIR, SFTR), and Asia (ASIC, MAS, HKMA). Familiarity with Transaction and Trade Reporting processes and requirements across a range of jurisdictions. Experience of dealing with key industry vendors in the regulatory reporting space.

  • Industry Bodies – Attending industry forums and speaking to peer banks to track the response of the wider industry to regulatory change. Able to assess best practice and make recommendations for implementation accordingly.

  • Debt, Equity and OTC Derivative Products Knowledge/Experience - Working knowledge

of the structure of debt, equity and derivatives transactions such as swaps, forwards, options etc from both a theoretical and practical viewpoint as well as the basic finance principles that underlie them.

  • Relationship Management - You will effectively manage relationships with internal stakeholders (Front Office, Risk, Compliance, Technology, Operations and Client Data Management) to operationalize new or enhanced regulatory processes. As the liaison between Business, Technology, Compliance, Operations and other stakeholders, you will help drive delivery of regulatory projects.

  • Analytical Skills - 5-10 years background in analytics leveraging state-of-the-art tools. Demonstrate a deep understanding of database structures (relational, hierarchical, distributed) and associated platforms. Ability to use effective communication skills necessary to interpret and convey data that is often very technical.

  • Comfortable working with data tools, investigating large data sets and collaborating across different time zones.

  • Comfortable with management information creation, distribution and presentation to meet

Senior stakeholder report requirements.

  • Forward & Strategic Thinking - Define major types of compliance, audit and enforcement

mechanisms. Examine the impact on new regulatory obligations against existing workforce and technology designs. Develop and deploy formal training packages when rolling out new controls and/or analytical tools.

  • Project leadership – provide direction in the execution of by working closely with a range of key business, technology and operations partners. Foster an environment oriented to trust, open communication, creative thinking and cohesive team effort.

  • Subject Matter Expert - Demonstrate awareness of Regulatory Change obligations and, following research, develop into a subject matter expert explaining the requirements of regulations, policies and guidelines.

KNOWLEDGE AND SKILLS

  • Work experience - You have a minimum of 7 years’ experience in the financial services industry with strong knowledge of data systems, operations processes and regulatory trade reporting requirements. You have strong knowledge of Capital Markets regulatory environment/landscape as well as product, trade lifecycle, and processes. You have the ability to translate regulatory interpretations into business requirements. Governance & controls knowledge would be a preferred asset.

  • Education - You have an undergraduate degree in business or equivalent.

  • Technical Skills - Advanced knowledge of PowerPoint and Excel is an asset, along with strong data analysis skills.

  • You are digitally savvy. You seek out innovative solutions and embrace evolving technologies. You can easily adapt to new tools and trends .
