About The Performance Management Division : The Executive Director’s Office is responsible for the strategic direction and effective internal operations of Colorado Department of Human Services (CDHS), working with the Governor’s Office, legislature, other government agencies, CDHS staff, counties, and a wide variety of stakeholders. The CDHS vision is to empower Coloradans to thrive through bold and innovative health and human services.

The Performance Management Division advises and assists agency leaders by using data analysis and strategic planning to drive strategy to improve human services outcomes in Colorado. The Department’s performance management strategy discusses data-driven reports and information in meetings where Department leadership and program staff hold each other accountable by following up until problems are resolved and results are improved. This performance management strategy is not simply another layer of reporting but is the way CDHS manages its work to achieve results. The performance management strategy improves programs crossing each service delivery office in the Department: Adult, Aging, and Disability Services; Civil and Forensic Mental Health, Children, Youth and Families; and Economic Security. This strategy also improves internal-facing programs within Administrative Solutions. Through the Performance Management Division’s efforts, CDHS Division and Office leadership are advised on performance data and are assisted in the development of alternative strategies for best results, with the intent of supporting a continuous quality improvement environment. The Performance Management Division also supports and implements strategic planning and performance improvement efforts across the Department.

About this Position:

As part of the Performance Management Division, the Performance Analyst aids in the delivery of the performance management activities, including preparation for performance management strategy meetings, collaborating with Division staff pre- and post-strategy meetings, and aids in research efforts for the identification of best practices and opportunities for performance improvement. This position also serves as a support for the implementation of strategic planning and performance improvement efforts across the Department.

Additionally, this position will create, develop, and recommend new and innovative business processes and methodologies in order to streamline processes, optimize efficiencies, provide enhanced customer service, increase productivity, achieve cost avoidance and align with CDHS strategic initiatives.

In addition to the duties listed, this position serves as the staff authority and subject matter expert for CDHS’s performance improvement and strategic planning implementation efforts in the program area of Administrative Services (AS) and respective divisions, including Human Resources, Audit, Emergency Management, Legal, and Leadership & Organizational Development. This position serves as the Department’s performance improvement expert for AS.

Summary of Duties:

Performance Improvement Leadership, Analytics, and Enhancement. This position is delegated staff authority and is the content expert for the Department’s performance management improvement activities within the AS programs and focuses on how these activities are tracked and reported in their respective databases. The majority of support will be provided to Human Services. The Senior Executive Team and Executive Management Team relies on this position to facilitate the Department's strategic planning initiatives and how it relates to performance improvement activities in AS and respective programs. This position is relied upon by the Department’s Leadership to provide strategic planning guidance, facilitation, and coordination for the strategic planning process to ensure maximum effectiveness and alignment across all areas of the Department within their Offices/Divisions and applicable sister agencies. Aids in the delivery of the pandemic performance management activities, including preparation for performance management strategy meetings, collaborating with Division staff pre- and post-strategy meetings, and aids in research efforts for the identification of best practices and opportunities for performance improvement. Travel throughout the State is required.

  • Manages accountability to action plans following Performance Management meetings: Manages accountability to action items identified by Executive Management Team (EMT) in Performance Management strategy meetings.

  • Metric Development: Manages and facilitates the State Fiscal Year (SFY) measurement development process in alignment with the Department’s Strategic Plan and Office priorities for Administrative Solutions and respective divisions, including Wildly Important Goal (WIG) development.

  • Reporting: Writes reports utilizing objective observations as well as being sensitive to the needs of the audience who consumes the product. Completes monthly, quarterly, and annual reports for the Governor’s office and for the Office of State Planning and Budgeting, including the CDHS SMART Act Performance Plan and WIGs.

  • Performance Management Strategy Celebrations: Manages celebrations for meeting metric goals and outcomes.

Strategic Plan Implementation. This position is delegated staff authority and is the content expert for the Department’s performance management activities for AS including the Divisions of Human Resources, Audit, Emergency Management, Legal, and Leadership & Organizational Development. The majority of support will be provided to Human Services. The Senior Executive Team and Executive Management Team relies on this position to facilitate the Department's strategic planning initiatives and how it relates to performance management activities for AS and their respective programs. This position is relied upon by the Department’s Leadership to provide strategic planning guidance, facilitation, and coordination for the strategic planning process to ensure maximum effectiveness and alignment across all areas of the Department within their Offices/Divisions and applicable sister agencies. Travel throughout the State is required.

Leads efforts for implementation of the CDHS Strategic Plan

  • Facilitates division-wide, office-wide, department-wide, and/or cross-department collaboration to achieve the goals of the strategic plan.

  • Participates in workgroups unique to AS to facilitate systems change in AS divisions

  • Liaison between the department's strategic planning work and how it relates to the performance management activities as it relates to the AS programs.

  • Coordinates major improvement strategies and associated actions to be included in the Department’s strategic planning process, the Department’s Performance Management Plan, and SMART Act (Governor’s priorities) Performance Plan

  • Creates clear documentation of the Department’s Performance Improvement strategies as it relates to strategic plan initiatives

  • Conducts data analysis to inform strategic planning and decision making

  • Creates and monitors implementation plans. Checks-in regularly with Office and Division staff to ensure progress is made and/or determines if assistance is needed.

Collaborates with the Leadership for strategic planning implementation alignment

  • Coordinates the strategic planning processes with other Department processes, such as budget development. Ensure strategic decisions are aligned with budget and finance and that strategic planning aligns and complements the annual budget cycle.

  • Participates in the Alignment meeting to discuss current and future initiatives, Office dynamics, and potential strategies.

  • Assists with the budget item request process throughout the year.

  • Escalates departmental risks through the appropriate performance management session

  • Leads and supports efforts related to the implementation of CDHS’s Strategic Plan.

Process Improvement.Develop process improvement methodology for all improvement, policy related and strategy projects. Work closely with the Performance Management Division and Division of Project Management ( DPM) team to figure out the best way to communicate changes via effective communication mechanisms utilizing change management best practices.

Implement continuous improvement best practices for the Department. Utilize metrics to analyze departmental project trends and assist clients in minimizing waste, increasing customer satisfaction, creating early active adaptation to change and reducing resistance.

Collaborate with cross functional project teams to develop, and appropriately execute process improvement strategies, including conducting swim lane mapping, RACI matrix, root cause analysis and process analysis. Review departmental goals and provide input on Department-wide strategic plans that align CDHS projects with the overall departmental vision and goals. Recommend changes to the work unit’s standard work and processes for optimal program efficiency.

Support DPM and PMD’s best practices, training, templates and tools as well as various other resources. Proactively provide customers with helpful performance management and process improvement resources, templates and tools.

Facilitate meetings and engage participants to keep everyone on track to meet the objectives.

Other Duties as Assigned.

  • Meeting logistics: This position is responsible for ensuring that the Department’s Performance Management meetings run smoothly for the Executive Management Team.

  • Serve as backup: Being available to other analysts and divisions to help. Being available to cover for other analysts in the event of vacations, sick leave, and FMLA; preparing documents, participating in meetings, etc.

Minimum Qualifications

Experience:

  • Seven (7) years of professional experience in an occupational field related to the work assigned to the position.

Substitutions:

  • Bachelor's degree from an accredited institution in a field of study related to the work assignment.

And

  • Three (3) years of professional experience in an occupational field related to the work assigned to the position.

    Conditions of Employment:

  • Standard Background ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver’s license).

  • Travel - Occasional in-state and out-of-state travel is required.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
